Prof DC Singhal, a Ph.D in Hydrogeology from University of Roorkee ( now an IIT Roorkee) has had a bright teaching career after a brief stint as a field geologist in ONGC, followed by an expatriate assignment in the Ministry of Water Development, Govt of Tanzania, Dodoma(Tanzania).He joined his alma mater as a faculty member in the Department of Geology and Geophysics in 1978,to shift to Deptt of Hydrology in 1983 as a Reader, and then a Professor of Hydrology from 1993 in the University of Roorkee/IIT Roorkee upto December 2014.During his academic career, he has authored over 80 research papers including over 15 in foreign journals, and has edited five Conference proceedings. In 1990, He received the prestigious Khosla Gold medal for a research paper published in the Journal of Hydrology. Dr Singhal has also served as Head of the Deptt. of Hydrology and as a Associate Dean of IIT Roorkee.  He has guided a sizable number of doctoral and M. Tech students as part of his research endeavours. Besides, he has handled a no. of research and consultancy projects awarded by Govt. Agencies and has worked as an Expert member of a no. of Govt Committees including a World Bank appointed Committee on Benchmarking of CGWB. Dr Singhal is a Fellow of Indian Association of Hydrologists (IAH), besides serving as its Hony. Secretary for four years. He is a Life Member of Indian Geological Congress (IGC), Association of Geoscientists for International Development (AGID) and Association of Global Groundwater Scientists (AGGS) besides being a INC-IAH member. During 2011, he was awarded a Lifetime Achievement Award (Varah Mihir Samman) by the South Asian Association of Economic Geologists, Bhopal. After superannuation from IIT Roorkee, Dr Singhal was nominated as a standing member of a National Level Expert Committee to review the ongoing NAQUIM programme of CGWB.

Dr. A.K.Sinha (Vice President)

Subsequent to having education from Patna University IIT (Kharagpur) Jawaharlal Nehru University ,  served University of Rajasthan ,Jaipur ; Suresh GyanVihar University  andManipal University Jaipur as Professor & Head , Director and Dean . Created and developed  Department of Geology , Centre for Human Ecology, Environmental Science and  Population Studies; and Centre for Water Management &Research   at  University of Rajasthan Jaipur. Served as an Expert   on various State National and International Committees. Organized a number of National and International   Conferences ,Seminar , Training program and workshops  and accomplished many  R& D  and Consulatncy projects  awarded by  national and international agencies. More than two dozen scholars obtained doctorate degree  under his supervision.  He published more than 80 research papers in national and international journal  andvisited more than 30 countries to deliver invited lectures. Decorated with number of awards and honors and recognition, he was made President ( 2013-2014)  of  Earth System Science Section , Indian Science Congress Besides his contribution towards institution buildings,  His  major  academic & scientific  contribution has been in domain of  Environmental Geology and Hydrogeology  with emphasis on  Sustainability of Mineral and Water Resources. Integrated scientific approach involving geophysical ,geochemical ,Remote sensing and GIS  tool and techniques were used to pursue the research objectives. Hydrogeological  and Hydrochemical framework of the various ephemeral and  palaeo  river basins such as  Kantli ,  Bandi , Morel , Dhund, Gambhir , Mendha,Luni and  Sabarmati falling  within the Rajasthan and Gujarat  were developed which helped  in  understanding  the aquifer disposition , groundwater potential zone, rechargeable aquifer, subsurface storage capacity of the aquifer  and saline as well as freshwater interface in the above basins and their applicability towards adaptation to Climate change scenario in water sector. He has been one of the few identified to work on the hydrology of the Mars.

Dr. Dipankar Saha (Secretary)


Dipankar Saha is former Member (Head Quarters) Central Ground Water Board, former Member Secretary, Central Ground Water Authority and Head of National Ground Water Training and Research Institute, Raipur He spearheaded the National Aquifer Mapping and Management Programme, as National Coordinator. He obtained PhD on Ground Water Management from IIT- Dhanbad and has authored more than 50 papers in International Peer Reviewed Journals and delivered more than 300 lectures and key note address in national and International Seminars. He is professionally trained from Asian Institute of Technology, Bangkok and from JICA, Tokyo. He represented the country and presented papers in World Bank session at Kathmandu, International Atomic Energy Agency at Ho-Chi Minh City, and Vienna, World Water Week – Stockholm, India-UK Water Security Exchange- Wallingford, Oxfordshire, IAH Congress in Dajeon, Korea. He led the Govt of India Delegation to Myanmar.  He remained member of many high level National Committees and has Edited/Co-edited 5 books/Journals, the recent one is Water Governance- Challenges and Porospects published by Springer in 2019. He is the first recipient of National Geoscience Award in 2010 from CGWB and first recipient of Excellence in Ground Water conferred by International Association of Hydrogeologist-India Chapter in 2014. 

Dr. Sudhanshu Shekhar (Treasurer)


Dr Sudhanshu Shekhar did M.Sc in Geology in 1985 and Ph.D in 1999 from Patna University, Patna, India. He joined Central Ground Water Board, Ministry of Water Resources, Govt of India as Hydrogeologist in the year 1987. Dr Shekhar has vast experience of more than 26 years of service in field of Hydrogeological Investigations, Groundwater Exploration, Hydrochemical studies, Artificial Recharge to ground water, Aquifer Mapping etc. He has special interest in field of Hard Rock Hydrogeology, Aquifer Mapping, Urban Hydrogeology, Hydrogeology of Ganga Basin. He is associated with publication of Bhujal News, journal, Bhujal Quarterly Bulletin and other scientific documents of Central Ground Water Board. Dr Shekhar has undergone number of ground water professional trainings including Ground Water Modelling, Remote Sensing & GIS etc. He has 30 number of National & International publications and more than 25 scientific reports to his credit. He has participated and presented papers in number of National /International conferences including Singapore International World Water Week, (SIWW) at Singapore in 2012 and in International Association of Hydrogeologists Congress 2013 (IAH 2013) at Perth, Australia in 2013. He has been associated with International conferences as an reviewer of scientific papers. He is the member of professional organization , like IAH, IAHS, SAAEG, etc

Dr. Anil Kumar (Executive Member)

Dr Anil Kumar is hydrochemist, work as Scientist –C, Department of Scientific and Industrial Research (DSIR), Ministry of Science and Technology, New Delhi. He also serves as chemist in Central Ground Water Board (CGWB), Ministry of Water Resources, River Development and Ganga Rejuvenation (MoWR, RD &GR) for ten years before coming to Department of Scientific and Industrial Research (DSIR).During 2009 he has worked on groundwateractivities as a hydrogeochemical expert in Noth Eastern Region of India and published “Ground Water Quality of Shallow Aquifers in North Eastern Region(India)”. He has also work for Dynamic Ground Water Resources of India, as on 31st March 2011 & 2013.He has Life time member of Indian Chemical Society, Chemical Research Society of India, The Indian Science Congress Association, The Indian Society of Analytical Scientist, Indian Pulp and Paper Technical Association IPPTA).He is a hydrochemist and professional geoscientist with more than 15 years of Hydrochemistry experienceworking in government, research andlecturing.He is a graduate in Medical Science from MDU Rohtak and completed a Masters and Doctoratein Chemistry at the Guru Jambheshwar University of Science and technology, Hisar, Haryana, India. He has been a member of IAH since 2019 and served as executive member of INC-IAH for 2019-21.DrAnil Kumar research includes Groundwater and Management, Wastewater pollution monitoring and treatment. Environmental Chemistry, Pollution, Agriculture, Industrial Pollution and Resource Conservation & Management, Medicinal Chemistry.He has authoring or co-authoring over forty two professional publications in peer reviewer Journals. Dr Anil has published thirty two abstract in national and international abstract book with IBBN number. Dr Anil has also published twelve reports/ books on water and chemistry in national and international publication.He has been invited as a groundwater (Hydrochemist) keynote/ speaker in many seminars, congress, colloquiums and conferences etc.



Dr. B.S.Chaudhary (Executive Member)


Dr.B.S. Chaudhary is working as Professor and Chairman, Department of Geophysics, Kurukshetra University, India since 2017. He was founder Registrar, Chaudhary Bansi Lal University, Bhiwani from 2014 to 2017. He has worked on various teaching positions in Kurukshetra University from 2004 to 2014. Prof. Chaudhary started his career as Scientist at Haryana Space Application Centre, Hisar in 1990 and worked till 2004. He had worked on many research and development projects sponsored by govt. / industry sponsored projects in the field of Geospatial technology. Prof. Chaudhary got DAAD fellowship at University of Freiburg, Germany from 1997-1999. He got best paper award at 18th ISPRS Conference at Vienna, Austria 1996. He is working in the domain of Geospatial technology for natural resources for more than 29 years and has published more than 70 research papers in various national and international journals/ conferences  He has supervised 9 PhD’s. He is the fellow of Indian Water Resources Society, South Asian Association of Economic Geologists and the Society of Earth Scientists and life member of a dozen national/ international scientific societies/ academic associations.  He is member of the Editorial Board/ Reviewer of more than a dozen prestigious national / international journals. He is editorial team member of edited book on “Applications and Challenges of Geospatial Technology: Potential and Future Trends” from Springer Publishers, published on Nov. 25, 2018.He has visited countries like USA, UK, Austria, Germany, France, the Netherlands, Switzerland, Poland, China, South Africa, Indonesia, Bangladesh, Sri Lanka, Nepal and Thailand for various academic/ scientific assignments and conferences.

Shri M.K.Garg (Executive Member)

Presently working as Scientist ‘D’ in Central Ground Water Board, CHQ, Faridabad. During his tenure in CGWB (Since last 32 years) developed expertise in ground water monitoring, investigations, exploration, development and management aspects.Developed expertise to evaluate the short term and long term variation in ground water level and quality through established network of ground water monitoring stations. Carried out periodic data acquisition, data processing and optimization of network of ground water monitoring station. Supervised participatory ground water monitoring programme developed on the theme of Public Private Partnership.Acquired sufficient experience in planning and execution of ground water exploration programme.  Acquired proficiency in selection of site for water well drilling using various techniques such as hydrogeological investigations, remote sensing & surface geophysical technique etc. Developed expertise in water well constructions using DTH and Rotary drilling technique, well development methods, data acquisition, data analysis of pumping test for aquifer and well parameters, preparation of reports and maps based on the data collected during exploration. Carried out short term investigations for designing Rain Water Harvesting Structures in Group Housing Societies, Schools, Malls and Shopping centers and Industries in Faridabad, Chandigarh and Mohali area. Formulation and execution of training programmes on Rainwater Harvesting and Artificial Recharge organized by CGWB for the professionals from state and Central Govt. agencies and NGOs. Organized/imparted nearly 15 one day trainings and Mass Awareness programme in different places of Haryana and PunjabConducted ground water management studies in different parts of Chhattisgarh and Haryana. The studies included block wise assessment of ground water resources, ground water quality, extent of groundwater development and groundwater management options in watersheds/basins. At the time of Constitution of CGWA, started registration of ground water abstraction structures in Notified areas of Delhi and MCF area of Faridabad & Ballabhgarh. Imparted technical guidance to adopt Rain Water Harvesting and designing of Rain Water Harvesting Structures in Group Housing Societies, Schools, Malls, Shopping centers and Industries etc in Faridabad district. In Rajiv Gandhi National Ground Water Training and Research Institute, Central Ground Water Board- RGNGWT&RI being National training institute organizes training courses for professionals and sub professionals (in service and others) in ground water domain. As course coordinator & faculty member apart from imparting training, assisted in designing of course module for various level of officers and staff. Also assisted in finalization of training schedules, budget preparation, arrangements of guest faculties etc. Since the courses are mainly designed for in-service person emphasis is on hands on training and field demonstrations apart from theoretical aspects. RGNGWT&RI being the only National level training institute in India for Ground Water sector is equipped with modern “State of the Art” teaching and communication equipment.


Dr. M.A.Farooqi (Executive Member)

Dr. M. A. Farooqi holds a Master’s degree in Geology from AMU Aligarh. He was awarded Doctorate degree from Bangalore University during 2010 Convocation for his thesis Entitled “Municipal Waste Disposal Practices and Their Impact on Ground Water Quality in Bangalore Metropolitan Region”. An eminent Ground water Scientist, Dr. Farooqi served Central Ground Water Board, Government of India, during February 1985 to June 2019. He has worked extensively in the hard rock terrain of Karnataka and is a well-known, front ranking expert in Hard rock Hydrogeology, Artificial Recharge, Ground Water Exploration and Sustainable Ground Water Management. During the service in CGWB, he has been associated in various scientific investigations and studies of the Board, especially in Regional Hydrogeological Surveys, Ground Water Exploration, Water supply investigations, Source finding for rural drinking water supplies, Ground water management, NAQUIM, etc.  He is also responsible for planning, implementation and monitoring of number of artificial recharge projects in Karnataka.  Dr. Farooqi had also been responsible in delineating / discovery of high yielding prolific aquifers in problematic drought prone areas of Karnataka. Results of some of these studies were published as scientific papers/articles. His scientific contribution to the field of ground water has been very well recognised by national and international organisations. He was invited to present his Paper during IAH 2013 Congress held at Perth, Australia.  To his credit, he has about forty five scientific papers published in International and National Journals/Seminars/Workshops, apart from many technical reports issued from the Central Ground Water Board. He is Fellow of Geological Society of India, Indian Geological Congress, Indian Society of Applied Geochemists and International Association of Hydrogeologists (U.K.).

Shri Ranjan Sinha (Executive Member)

Shri,Ranjan Sinha, Ex-Scientist-B, CGWB and presently working as DGM-Hydrogeology in Cairn Oil & Gas, Vedanta Ltd. Shri Sinha is M.Sc Tech ( Applied Geophysics); M.Tech ( petroleum Exploration) from IIT(ISM), Dhanbad and M.Tech ( Hydrology) from IIT, Roorkee. He started his Career in CGWB and was associated with various Ground Water exploration projects of the country. That includes planning of water supply in tribal areas of north east India, particularly in Nagaland, Meghalaya, Assam; in diverse hydrogeological conditions in the state of Jharkhand and West Bengal and monitoring of ground water regime of the country at National Data Center, CGWB, Faridabad. Authored many scientific reports which is of national interest. He was nominated by CGWB, Govt. of India for higher studies to IIT Roorkee for M.Tech (Hydrology) in 2004.In Cairn oil & Gas, he is engaged with various water management projects in arid region of Rajasthan and parts of Gujarat and catering the saline water requirement for pressure maintenance and improved recovery of highly viscous oil of Rajasthan. In Cairn he has been promoting the use of deep saline water resources for industrial purpose and conserving the fresh water system. During his tenure in cairn he got opportunity to have many international exposures of groundwater practices and attended many International trainings/seminars/conferences in various aspects of groundwater (Aquifer mapping, modelling, monitoring and methods of conservation and recharge mechanism). The international exposer imparted upon, helped in transforming the Concept to reality of Groundwater Management by aquifer mapping ; state of art aquifer monitoring mechanism coupled with aquifer modeling for sustainable groundwater management without any adverse effect on fresh water system. Various water conservation measures by adopting artificial recharge and rainwater harvesting structures  at various operating units of Cairn falling in various hydrogeological terrains of Rajasthan and Gujarat. Overall the efficient water management has indeed been an exemplary example of corporate governance and as such National Award for Excellence in Water Management is awarded to Cairn and Rated as “The winner “under the category “Within the Fence”  and National Award for Excellence in Water Management and Rated as” Noteworthy Project in Water Management” under the category “Beyond the Fence “by Confederation of Indian Industries (CII), 2018. He is a member of various National and International Scientific Forums.
